Well theres always two ways to think about this...

1. Indeed Nintendo is getting this PSO plus and refused to give it to Xbox

or

2. Nintendo accpeted the offer while X-box neglected.

Maybe ya oughta check up about What X-box deals with Sega and Sonic Team.

Maybe because PSO+ was originally supposed to be an upgrade disk for those that held out on the JP version 1.0 on the cube, while the Xbox was always 1.1?

You had to sign up for XBox Live to use PSO on XBox (or at least, that's the intention. If you're not a paying customer of the service, MS/Sega could care less about giving you a couple quests that you could easily have anyway.
