What exactly is the counter "that handles other lab work" for? You know, the one by the trading machines in the back of the deck area

Im pretty sure this is used for Auctions in Online mode if someone has a VIP card. As of now Ive never seen anyone with a VIP or gone to an auction.

Yep, Online Auctions.
And while we're at it, the door behind Ratz that is locked contains exactly nothing. It's an empty room.
