I'm wondering what the PSO programmers thought when they said "ATP should affect gun power, too!" Doesn't that strike you as strange? Does ATP affect how hard you pull the trigger or something? A 4-year old could pull a trigger and kill someone just the same as a 35-year old muscleman, so...it's wierd, huh?

I think of it like this.

Attack power is not how many muscles you have.

Attack power is your efficency with a weapon.

In the original Phantasy Star the guns did indeed have a set damage. Furthermore, using a gun resulted in attacking every opponent in combat.

So here is the reason why guns have no set damage in subsequent Phantasy Star games: In certain groups of enemies, the weapon becomes useless, where one character will be strong enough to kill an enemy with a single strike, while the gun-toter does 10 HP short of the amount of damage needed.

Conversely, it could make some fights too easy, where the gun-toter kills everything with one hit.
