Is there any Video Capture Card software out there where i can veiw at 1024-764 resolution, 640-480 kinda sucks http://www.pso-world.com/psoworld/images/phpbb/icons/smiles/anime2.gif

are you talking about video capture

or watching something on your PC through a line in on a vid card of some sort?

vid capture, through a TV tuner card, i wanna veiw stuff at a resolution better then 640 by 480 if there is a way, i want it mainly so i can play PSO on my monitor at a higher resolution

Even though it's on your computer, it's still limited by the signal of a normal tv, all that would do is make things look bad

It is possible, but you would need a professional capture card (start at $900), and professional software, like Adobe Premiere.

Generic cards couldn't do what you ask due to hardware faults w/o extream degridation of signal.

What about a video card that is also a digital decoder? That could give you a higher resolution.

I don't think the resolution of video captured from a Dreamcast matters when you go full screen =>_>=;;; It matters what the Dreamcast sends, not how the card receives =<_<=;

absolutely.
The best signal a DC can output is a 640*480 @60Hz VGA signal.
Having a card able to capture it (instead of S-VHS) would already be nice.
