Are Hunters Civilians or Military?

Neither. They're bounty hunters/mercenaries, most likely. That's evidenced by the fact that there's already designated military (who don't do anything but tell you that hunters are slime because they treat their jobs like shopping).

I think they are military because people in Pioneer 1 like nurses and shop owners are civilians

As a hunter in PSO, do you take orders from a commanding officer? Do you have a designated rank? Military pay grade? No? Then you're not part of the military.

I think they're civilians. I'm pretty sure somewhere in the game it says the princable asked for the hunters help.... thus making them civilians.

If anyone remembers from Phantasy Star 4, Hunters were mercenaries, and they still are in PSO. They're just hired to do a job for the principal.

Seems like hunters are definately civilian/mercenaries/bounty hunters. This doesen't mean that members of the military can't moonlight as hunters!

Seem like mercs to me. Hired help, Although I'd say they have more authority then civilians. Considering there importance I think they'd be in the front line fighting, then staying hidden from danger.

Challenge mode was created(story wise) to rank hunters.

I'd say there neither, being in there own category.

Just look at the quests. They get paid to do stuff, therefore they are Mercenaries.
