XBox: Hacked items reducing rare drop rates?

I regularly play with a friend online and he has a hacked mag. Whenever we play, we never get rare drops. Ever. It's been that way for a few months. I can play offline, or by myself and get rares normally, but if he's playing with me, we don't.

Do hacked mags/items affect drop rates?

if the creator of the room has a lvl 1308 mag u wont find rares.

Does that apply to items as well, or is it just mags?
