Search the web for a free one, probably trial. Gimp was a full version one I was recommended in the past but have not gotten due to an outdated computer. http://pso-world.com/images/phpbb/icons/smiles/icon_cry.gif

I had one Sagasu found once which was a 30 day trial and very easy to use. You could easily select the duration of time the frames lasted, the size of the animation, color, etc.

Remember that the more frames = bigger size, always.
