That may be, but do you really need to teach your water pokemon how to swim?

"All right goldeen, let's do it!"
"I don't know how to swim Mr. Trainer."
"Wait- huh? You're a frickin' FISH and you can't SWIM?!"

One thing I always wondered about Swim is, well, what if you teach it to a really tiny Pokemon? Like, say, goldeen, or squirtle. How are you supposed to ride on top of something that small? Wouldn't you just make it sink? Same thing applies with fly too. How do little birds manage to carry you across the country?

It's not about swimming, it's about either being able to create a wave of water for an attack, or shuttle trainers across water.

You should have made the image with Quilfish "Surfing" a trainer.
