The GIMP ( http://pso-world.com/images/phpbb/icons/smiles/icon_wacko.gif ) gets some praise, costs nothing, and can be modified to your liking. There are others too of course, its just this one is one of the bigger and more talked about projects similar to Photoshop.

And how do you know it is done by Photoshop? Photoshop has become a generic term, used to describe any fairly powerful image editting program; much like iPod is to HDD based music/media players.
