What HP and TP is: That's how much you post. The less you post per day (on average), the less HP you have and the more TP you get (TP is calculated by how long you've been here and how often you post). Each post you make takes off some TP and replenishes some HP.
To make it simpler, someone with almost low HP and high TP most likely is a member who's been here for a while and posts once in a blue moon. Someone with a high HP and low TP bar is probably a post wh0re.
What EXP and levels are: That refers to your pure, unrefined post count. Each post you make adds to your EXP. When your EXP bar goes full, you gain one level.
What it all comes to: ...Nothing! Those wee little bars mean absolutely nothing. You don't gain priviledges or custom stuff, no, nothing, nada, zilch. Its only purpose is to make you enjoy the big pretty numbers.

You left some stuff out.
If you see a user at a same level as another user with a higher max HP, it's because their average numer of posts per day is higher than the set board average and that user's average post per day, which I set at I think 5, plus that user's average.
If your post per day is high and you are lower leveled, your HP max bonus is higher than what would be received for a higher level person as well. So if you see a level 5 person with 500 HP and a level 10 person with the near same amount of HP. It's because the level 5 person is:
A) New to the boards.
B) Has been posting quite a bit. (Probably has like 25-30 average posts per day.)
If they don't post, their HP bonus will deteriorate over time.
