So, just for clarification; you can play PSU on both PS2 and Windows, and your online character is stored on Sega's servers. So then you should be able to log on to your online character on either system (ala FFXI) right?

Yes.

In the Japanese version atleast you can use your SegaLink ID on both PC and PS2.

Ditto. PS2 for at home, PC for playing on laptop on the go.

PC PSU will probably have a gameguard too.
