Yeah, and the group of idiots in charge of organizing 32 characters on a keyboard layout designed for 26 characters royally screwed up! I won't mention any company names, just the acronym, IBM. Anyway... Russian is one of only a handfull of languages where , and . are on the same key, with comma being a shift function. Overall, the IBM format Russian keyboard layout is, frankly, horribly unoptomized. I created a layout for myself because I personally couldn't even work with the standard layout.

Here is a look at the layout to see just how confusing it is. (Red denotes key function in Russian)

going kinda off topic, the keyboard is very good, but it will depend on the drivers and accompanying program FTW. I would love to be able to design my on key, pixel by pixel, and give it a fuction or sequence.
