In SA2:B, it was either Matal Harbor, Final Chase, or Final Rush.

In Sonic Heroes, it was the special stages, if they count. If they don't, I liked Rail Canyon.

I don't know about the best Sonic Level music(I can only remember Casino Zone from Sonic 2, I can hum that entire thing, so I guess that means it's good >_>), but the best sonic character is totally Metal Sonic.
