ya what abdur said....but to answer your question. No new xbox char.....otherwise stated by ST...but so far, nothing...

I remember a few weeks ago Sonic Team said their would be an extra character but that was when the release date was in June!! Now that the game is scheduled for release at or soon after Xbox Live launch in the US I don't think we'll get the new char :/

Most likely if they release Xbox version along with the Xbox Live, there wont be a new class. but you may be able to download them later.
