If you start a character on PS2 and later lose or brake your PS2 or something; do you think you'd be able to upload your character using a pc PSU game? (And Vise Versa)

I'd call it a likely situation, due to the server side saving.

I think since, character data is stored Server-side one can play PS2 PC PSU interchangibly.

I think FFXI was like this? you just access the account, and play it. (The account being accessible through either tool)
