Guidelines for submitting news

I submitted a news story yesterday and it seemingly wasn't accepted. Did I not have it formatted correctly, was it not news-worthy, or was it the fact that I was the one who submitted it?

Its that sometimes we have 6 people submit the same story so I posts who's story came in first. I think yours might have been second actually.
