Help with One-person quests on Episode 1 in Blue Burst

On Normal, I've finished all the (8 or so) tier one quests as well as the Central Dome Fire Swirl quest. My problem? None of the other quests are appearing. I've beaten the Forest and Cave bosses in this mode, but nothing.

I may not have beaten the Fire Swirl quest properly- is that the problem? (That would be lame, since it wasn't even required on the GC version). I'm doing these because I want the Soul Eater. I'd appreciate some help getting to the bottom of this.

You need to finish the government quest 4-1 for that difficulty, first.

I cleared 4-1 and beat Secret Delivery, but Doc's Secret plan isn't appearing. What else do I need to do? Thanks in advance.

(I'm trying to get Montague to make me weapons out of body parts)



edit: Nevermind, I had to talk to Elenor in a Fake in Yellow

Though I am wondering about the guy who calls me stingy in the Gallon's shop quest...
