Whisper/Private Message, how's it work?

Yeah, how does it work if supposedly two people can have the same name? Can you only whisper people who've given you their cards?

It will be just like PSO. To send someone a message you will need their card.
I like this better because I hate how in like MMORPGs anyone can send you a /tell. It get's annoying.
