But you're overlooking the fact that the recorded time code address is used to locate a position on magnetic tape in much the same way a letter carrier uses an address to deliver the mail to the correct address.

Suppose that a time-encoded videotape begins at time 00:01:00:00 and ends at 00:28:19:05 and contains a specific cue point, such as a glass shattering at 00:12:53:18. By monitoring the time code (in a fast shuttle mode) it's a simple matter to locate the position corresponding to the cue point on the tape and perform whatever function is necessary, such as adding an effect to the soundtrack at that specific point.
