i was just wondering if the max stats are just for lvling and can be raised with mag and items or is it a brick wall?

Max stats are for the character's base stats, they are a sort of "brick wall" as there are no means that a character's base stats can go past the max.

MAGs boost a character's base stats, but will not boost them over the max.
