Are they "items" in the sense they're like weapons or monomates, or am I correct in assuming that they're tied to your character and can't be traded about willy nilly?

Clothes ARE like items, in the fact that they take up spots in your inventory. I believe that they can be sold to the NPCs, but I know that they can be sold at a user's store.

if they are treated as items, then they can be sold.

the clothing items that are actual items are:

- shirts
- pants
- shoes

headgear such as glasses or cat ears are NOT items. according to the beta you have to pay 5k meseta to change it each time.
