Any word on whetehr or not PSU will have a clan or team system similar to FFXI or anything like it?

Most information points to... No.
They did try this in PSOBB though, so why not PSU?

That stinks. I would at least like some sort of friends list. But it would be nice to have something like a clan to create a community of people working together.

Guild cards are your friends list.

And no, there is no team functionality akin to that in Blue Burst, nor is there any other sort of official clan structure.

If PSU doesn't have a clan functionality, that won't stop players from forming clans anyway. If the guild card has space for you to leave a custom comment in, that can be used to state clan affiliation (or whatever you want). There won't be any fancy clan features like an ingame clan member list, but it's still a clan.
