In your "Function Menu" area:

Choose the fourth icon, Communications:
http://www.pso-world.com/sections.php?op=viewarticle&artid=2431#Communications

Under the Communications icon, pick the first subicon. The first choice should be "Organize Party." The NPC should be the first one in the list. If you select them, you will be given the choice of inviting them to your party.

To be fair, it does take a while to get used to the main menu system in PSU. Even in the closed beta, it took a long time for most people to figure out how to invite NPCs on to their team.
