I've just started playing online in PSO only a few days ago, and was wondering if anyone could tell me where to take photon drops/photon crystals, any feedback would be of much help.

Do the online quest Gallon's Shop. Then walk down where the telepipes appear and walk around the corner. There should be a guy standing there (Hopkins) and if you have Photon Drops with you, he will tell you his father collects them and he will ask you if you want to meet him.

Indeed it is

I do have another question though, when I talk to the guy and give him my photon drops, can I only do it that one time?

No. You just have to have photon drops on you when you talk to Hopkins.
