Has anyone been able to do any linking? I heard that after the "Fake in Yellow" quest, and Chao garden thing would pop up. I don't know where, so I could have missed it.

So is there an online quest, or an offline one that someone has discovered?

I am going to wait to do all the quests in Ultimate mode, or I would find out myself in normal right now...

after you leave Gulls, head back down the pipe. Don't go to the guild yet. look around towards the waterfall, there'll be a chao there. It will give you the chao garden.

I made a new character, but when I went back down it was just 3 rappies saying "PI PI pP PPP"

They're all looking at something. The cursor should point up to where the chao is after you talk to them.
