Change to official PSU site

The official site now has a link to the original site and a link to something else. I don't know any Japanese, and I don't know if this other site is new or not. Just a heads up for anyone who does.

Apparently every Tuesday, there will be maintenance on the SegaLink server from 10:00 to 12:00 and no Guardian's Licenses can be registered. Also, there will be a weekly game server maintenance from 11:00 to 16:00 on Thursdays.

They take down BB servers every Thursday too for maintnence.
