You beat the first three guild quests, then beat Doc's Secret Plan, then go to Dr. Osto's Research and talk to Dr. Montague (FOnewm by the Principal teleporter), and ask him to make a weapon out of enemy parts.

All I got is a Varista. I suck hard.
