I just found this at EBgames.com. What makes me wonder is if the guide comes out on 10/17/06, and PSU comes out 10/24/06 supposedly, why issue the guide 6 days before the game is supposed to come out?

Because EB Games doesn't know when either one is coming out. The given release dates are just educated guesses made by the company's employees with no confirmation from SEGA. Therefore, it is quite probably that the game will come out on another date, although the given date may be fairly close to the actual release date.

Guides often hit the racks before the actual release of a game. I've seen them as much as two weeks ahead of release.
