Can only FOrces use techs?

I just read that only FOrces can use techs. Is this true? Let's say I'm gonna play as HUnewearl, as I mainly did in PSO 1 & 2, does that mean I'm not gonna be able to use techs? http://www.pso-world.com/images/phpbb/icons/smiles/icon_frown.gif

What's an expert class?

Not unless you get to expert class and take the mised classes.

Of the initial 3 classes: hunter, ranger, and force, only force can use techs. However several of the expert classes can use techs

Hmm, how do I obtain those expert classes? Do I need to complete something or..?
