yet another equipment question

so i know it gets boring, but since the game now constantly occupies half of my conscience mind, I'd like to know...

we've come to know that normal RA's can not use double swords. But can normal HU's use double handguns?

Hunters can't use twin handguns, online. Offline, from what I understand, the equipment rules aren't as restrictive. I'm not sure they can't or can offline.
