This is a question for those that have imported the game.

When a weapon says it has an ATT of 120% and ACC of 60%, what does that mean? Does the percentage relate to your base accuracy and attack power and add a modifier to it?

Those are the stats for the photon art

So the Photon Art does 120% ATT of the Weapon's ATT? Or does it add 120% ATT to the weapon's ATT? Same with ACC, does it add 60% additional ACC to the weapon? Or does it act as if you have 60% ACC of the weapon, thus less ACC?

Its 120%/60% of your base stats, not +120%/+60%.

Gotcha, so if the damage was 100 and ACC was 100, when you use the PA, you'd do 120 damage at 60 ACC, right?

What the hell are ATT and ACC? Surely you mean ATP and ATA.

No, I mean ATT for Attack, and Acc for accuracy just like the item description states.
