Well the chapter is right after a major development involving Karen, so saying much would be a spoiler.

This is what I did.. some steps may be unneeded.
- Talk to Pete
- Go to 5F (Guardian's Colony) (Scene with Lumia)
- Talk to girl at the counter (Another scene, voice acted... and long)
- Fly to Moatoob
- Go to Guardian's Base (Cutscene)
- Invite Leogini and Tonnio to the party
- Go to Flyer Base

Heres what I did:

Talk to pete (not sure if this is needed)
Go to 5th floor of guardians colony, talk to the girl behind the counter
Go to the guardians base on Moatoob
Invite Leo and Tonnio to your party and go to the Moatoob flyers base
