That's Hyuga. The NPCs always come 3 levels higher than the player they're with.

Edit: Notice that he's Hunter level 1.

Edit 2: Also, how the fuck is that one guy level 50, but only Force level 5? I'm level 35 and already Force level 7, and I'm pretty sure that I saw kyori hit Hunter 10 before level 40.
