I heard characters can't learn techniques instead your Rod/Staff/Wand "learns" it. How do you come about being a force in the game then? Does this open up CAST forces?

Every race can learn techs, including casts. They are still learnt, but you then have to equip them to specific weapons, rather than being able to cast barehanded

So does having INT/MIND attributes affect how powerful your technique will be?

I think MST affects your magic defense and TAP affects your magic attack power.
