Okay, I read the info given at psupedia.org

The question I have is in this sentence.

"In general, attacks purely of one element will deal double damage to monsters of the opposite element, but none to monsters of the same one. This variance will be lower for Melee Weapons depending on their elemental attribute percentage."

I'm not sure whether it is saying that you will do no additional bonus damage, or whether you will do 0 damage.

Offline it was about a 25% increase and a 25% decrease in damage done with elemental bullets. I think I posted this in one of LoneVandal's rants but it got ignored due to me not ranting/raving about it in some way http://www.pso-world.com/images/phpbb/icons/smiles/icon_smile.gif

I'm not sure of the percentages online but it's still a reduced amount, not totally ignoring the damage done.

I think the problem is the way it's phrased. Look at the sentence: "In general, attacks purely of one element will deal double damage to monsters of the opposite element, but none to monsters of the same one." When they say "attacks purely of one element," they are referring to a hypothetical elemental attribute of 100% on the melee weapon. A weapon with that ratio would, in fact, deal double damage to monsters of the opposite element, and zero to those of the same one. Of course, in practice, the ratios are much lower, usually something like 25%, so they deal 1.25x more damage to monsters of the same element, and 3/4 as much to those of the same one (in this instance).
