Hacked mags, and other hacked items can be made with a cheat device, like Action Replay.
Online it's not too hard to find someone with hacked items. Anyone who has one could dupe more, and hand those out to others.

Well, much like in real life, people tend to be more generous to friends than to strangers. Much more so when the stranger only wants something from you.
When your online friend has made some cheating pals, he'll have more luck when asking for loot.

Till then I think getting an AR is your best shot.
