Go to the home page. Right underneath the link to the Message Boards on the left-hand side, there's a link called "Submit News". Click it.

Also, not really a PSU-related question. This is the sort of question that should be asked in the Site Related (http://www.pso-world.com/viewforum.php?forum=6) section of the forums.
