If, eg, you assign a bullet (eg fire) to a shotgun, and level that to 20. can you, once it's 20, take it off the shotgun, and put it on another bullet using weapon? like a rifle? or only on another shotgun? or what? (making sure it keeps it's level.

You can put it on another shotgun, not a rifle though. The level is seperate from the actual item(so it will be retained even if you sell the item and rebuy etc) and there are different bullet skills for each kind of weapon.

does switching a bullet eg from fire to ice take long on a weapon? i mean, can you do it quickly before you start the mission?
