where can I find the room design shop in Extra Mode?

I've searched through every shop and still can't find it. Am I missing something or is it not available offline?

I think it is online only since I haven't found any room tickets offline myself.

You can find decorations on sale in the "Variety Shop" on Clyez City 2F, but there are no renovation tickets for sale offline.
