Shotguns/grinding

To get shotguns to shoot more than three bullets, do you need to purchase ones that can or do you just grind them? To add, if you grind htem, how do you grind and where?

Shotguns will fire four bullets at bullet art level 11+, and five at bullet art 21+

To grind them, bring them to the Tenora shop on Moatoob (since I think only they make shotguns) and talk to one of the vendors with your gun unequipped and some grinders in your inventory

Shotgun spreads depend on the PA Bullet level.
