Humans are probably the best wartecher, they are good at both melee and casting

Yes and no, if you wanted to actually cast nukes id play a human, but if you wanted to simply have techs for buffing and healing and not tech nuking id pick cast or beast because they are not effected by TP but effected by your lvl(healing and buffs)

The only people allowed to use techniques...

Force (up to lv20)
Fortecher (up to lv30)
Wartecher (up to lv20)
Guntecher (up to lv10)

Only Force and Fortecher get Staffs and Wands, the other two get Wands. As to your question, yes. If you can learn the spell and equip a wand/staff you can bind the spell to it.

Wartecher is the most versatilevclass, it's usable effectively with just about anything.

Though if you use it with a cast, IMO you wasted cast potential at Fighgunner/Fortegunner/Guntecher.
