or is feeding them soley for the purpose of turning them into NPC partners?

When they evolve, the chances of synthesizing correctly increase, and when they fully evolve(lolibot/chobit) they have a certain type of weapon(not sure bout armor) that they excel at synthesizing.

Feed it for both. It levels up to an NPC from it and becomes better at synthesizing

+1% synthesis success to certain items for every five points in the affiliated PM stat.

oh cool so if I level up its attack and stuff it'll be good at synethsizing wippins? neat! ya synethsizing weapons is useful.

Offline(extra mode) then fully evolve by lvl 30 or 40 I believe, but Online its once they reach lvl 80.

level 80?!?!??!?
