Party chat?

So I am really confused. Can I only party chat with that annoying log window in the way or is there something I am missing? also what does the scroll lock button do? it changes the little sign under my name to a chat bubble looking thing, same as when I hit shift O.o

If you are asking how to chat in the party without bringing any retard windows up, then just type a # before anything you write.
