I just bought and learned resta...how do I use it? After I learned it...it disappeared....help?

Asign it to a Wand/Rod/Ect, same as you would a Photon Art.

tso its not really a tech??? I cant cast resta?? its juts an effect on my wep?

No, you cast, you just bind it to the weapon.
