I don't think they're rare, it's just you that you can't really buy them at the shops you've been trying probably.

Offline they unlock on the Youmei shop on Neudaiz around chapter 4 I believe?

Online they wont be released for awhile yet, probably a month or two. We got them afew weeks ago on the JP servers.

twin claws gets released as A rank weapons (jp sever). So you'd have to be an advanced type to use them.

The claws will come in an update that adds the 8 new wep classes(claw,twinclaw, double saber, axe, crossbow,fan,card,grenade launcher, laser cannon). They'll retail for 90,000 a piece with the PA's for them being 10,000. Assuming they're released like the JP version, which there is no reason to believe otherwise.
