noob Q:party/public chat toggle

Is there a clear way to toggle public and party chat? I have no idea how to chat to a party that is in a mission area and I'm at the mid way outpost. I can see them chat to me in the upper righthand corner, but whenever I type, the default is public chat.

Public: F8
Party: F9

When in a mission, you will default to party chat, and all chat therein will be logged thusly.
