Can you message someone w/o their card?

Is there any search...smoke signals or anything I can use ingame to send a message to someone without their card? I think I already know the answer, but I thought I'd ask anyway.

Was just in a great Relics group and my power went out. Though I'm sure the spot has been filled by now I want to at least let them know what happened to me.

EDIT - er wait, lies! it only let's me send to people who'se cards I have. Clearly I'm missing something. :/

But cant you only send simple mail to people on your card list? Everytime i go to send one it shows ppl on my list as recipients only.
