When can I start getting these from drops?

You can acually find them as soon as you start playing. I found one the first time I did the first parum mission.

As for par ebon. I haven't seen it anywhere.

As for synthesizing Par Ebons:

get a wood board C->B and B->A.

use C->B to synth 4 Par Woods into 1 Par Ash.

use B->A to synth 4 Par Ash into 1 Par Ebon.

I hope that answers your question. I'm not sure how it works online, but offline I can buy the boards and the Par Woods at the synthesis shops. It should only take 16 Par Woods to get 1 Par Ebon.

My friend got one offline, I thought it was called a Vahra Claw >_< I was with him when he got it, the weapon is called the Vahra Claw, apparently.

OFFLINE: The Vahra claw is about a (guessing) 1/88 chance of dropping, being a 7-star material. The board can be bought at the Guardian's Colony synth shop (I think 1 chapter after they open).
