Extremely confused, binding element to a gun

I am a ranger and I've been trying to figure out how to add a fire element to my gun but I have no idea what to do.

I have a sniper gun and I just want to add fire bullets. What do I need, everytime someone explains it to me online I can't figure it out. Please someone help me and be as specific as possible. What are all the things I need? Where do I go to bind that element?

Buy the Photon Art "Burning Shot" (for a Rifle). Learn it, and then link the photon art to the weapon.

Go to the items menu. Select the rifle you want to link, select link photon art, and select that photon art. You can buy Burning Shot from the weapon shops.
