You are only able to hold a certain amount of PA's correct? How many?

Also as a Force should I buy ALL my spells?

What is the max level for spells?

I think that you can only have 36 PA's 'LEARNED'... not sure of the others...

yes you should get them all. And max level for spell is 20 atm on basic classes. When you go to expert class it'll go to 30 if you pick the right class.

Just to clearify any bullet , photon art and technigue you learn all count to the 36 limit.
